<p>On Wednesday, I testified before the Kansas state legislature about safeguarding property rights. This was before the 2023 Special Committee</p>

<p>On September 27<sup>th</sup>, CFACT Senior Policy Analyst Gabriella Hoffman testified before the&nbsp;<a href="https://www.kslegresearch.org/KLRD-web/Committees/Committees-Spc-2023-Foreign-Adversary-Investments-Land-Purchases.html"><u>2023 Kansas Interim Special Committee on Foreign Adversary Investments and Land Purchases</u></a>. She was invited to speak at the behest of state Senator Mike Thompson (R-KS) and, along with Margaret Byfield of the American Stewards for Liberty, delivered a statement that focused on various threats posed to land ownership and private property rights.</p>

<p>Throughout her speech, Gabriella stressed the importance of property rights and how looming threats, both foreign and domestic, threaten to undermine these rights during her testimony. “Property rights are inalienable to us as citizens and are foundational to a market-based society like that historically found in the United States,” Hoffman said.</p>



<p>Her testimony primarily touched on three important points:</p>



<ul class="wp-block-list">
<li>Concerns regarding foreign holdings of U.S. land – including adversarial nations like China that are purchasing large swaths of productive farmland.</li>



<li>How certain corporations are seeking to limit individual ownership of land.</li>



<li>How the Environmental, Social, and Government (ESG) movement – especially the E (environmental) prong – poses a threat to property rights.</li>
</ul>



<p>Gabriella added, “While China’s holdings are paltry compared to the aforementioned nations, it’s&nbsp;confounding that our government would allow purchases by the Chinese Communist Party (CCP) to proceed—especially as the ruling party there is increasingly taking small and large stakes in private companies. Why would the CCP respect our laws regarding private property rights when it actively restricts access to financial markets and blatantly violates intellectual property rights at home?”</p>



<p>In addition to providing testimony, Ms. Hoffman also writes for CFACT, conducts media interviews, and hosts the Committee’s original video series “Conservation Nation” as well as her own District of Conservation podcast.</p>

<p>While it’s nice to see my reporting work recognized, this isn’t about me. This is about protecting Idaho’s Magic Valley from pervasive Big Wind projects that ruin the environment and are subsidized green energy schemes that export electricity out-of-state.</p>



<p>Jesse interviewed one of the farmers we profiled, Dean Dimond, to discuss why he wants to protect his 430 acres of farmland—and the entire area— from this invasive wind project.</p>

<p>I elaborated on the project at Townhall.com on Wednesday, writing about the project and the harm it poses to public/private lands, vulnerable historic sites, raptors, water conservation, and wildlife. From&nbsp;<strong><a href="https://townhall.com/columnists/gabriellahoffman/2023/01/04/bidens-onshore-wind-goals-will-devastate-idahos-magic-valley-n2617856">Townhall</a></strong>:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow">
<p>The Lava Ridge Wind Project, if approved, would comprise 400 turbines across 73,000 acres of BLM lands spanning Jerome, Lincoln and Minidoka counties. Individual turbines could stand as tall as 740 feet.&nbsp;<a href="https://www.magicvalleyenergy.com/lava-ridge/">Magic Valley Energy</a>&nbsp;&#8211; a subsidiary of the New York-based&nbsp;<a href="https://www.lspower.com/">LS Power</a>–is propping this project up. They claim it’ll&nbsp;<a href="https://www.boisestatepublicradio.org/news/2022-06-16/western-public-lands-are-key-to-bidens-clean-energy-goals-in-idaho-opposition-is-mounting">generate</a>&nbsp;1,000 megawatts of power and commence operation as early as 2025. LS Power also has&nbsp;<a href="https://magicvalley.com/news/local/magic-valley-energy-announces-2nd-wind-project/article_03d81ad4-0aa1-5c1c-8c31-c63fa9b33cf0.html">plans</a>&nbsp;for an additional 300 wind turbines near Lava Ridge: the Salmon Falls Wind Project.</p>

<p>Why does the Biden administration want this particular wind project built? Why the urgency? This site would help the administration “<a href="https://www.energy.gov/articles/biden-harris-administration-announces-30-million-bipartisan-infrastructure-law-speed-wind">meet</a>” their goal of supplying&nbsp;“<a href="https://www.blm.gov/programs/energy-and-minerals/renewable-energy">25 gigawatts</a>&nbsp;of onshore renewable energy by 2025” and &nbsp;achieve “100% clean electricity by 2035 and a net-zero-emissions economy by 2050.” Unsurprisingly, this boondoggle is expected to be subsidized by renewable tax credits&nbsp;<a href="https://lmtribune.com/opinion/opinion-green-energy-tax-credits-buy-environmental-degradation/article_a6997a56-77cd-590c-90aa-0ed2ada74257.html">contained</a>&nbsp;in the Infrastructure Investment and Jobs Act.</p>



<p>The Department of Interior will&nbsp;<a href="https://www.minidoka.org/lava-ridge">issue</a>&nbsp;its Draft Environmental Impact Statement (EIS) pertaining to Lava Ridge on January 13th, 2023. Once live, the public will have 60 days to submit their comments. A final&nbsp;<a href="https://www.federalregister.gov/documents/2021/08/20/2021-17920/notice-of-intent-to-prepare-an-environmental-impact-statement-for-the-proposed-lava-ridge-wind">notice of intent</a>&nbsp;to prepare the EIS was initially issued in August 2021.</p>

<p>Why is wind energy a farce? I&nbsp;<strong><a href="https://townhall.com/columnists/gabriellahoffman/2023/01/04/bidens-onshore-wind-goals-will-devastate-idahos-magic-valley-n2617856">explained</a></strong>:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow">
<p>Insistence on phasing out oil and gas for wind energy is unsustainable. Wind is intermittent and not reliable. According to the Department of Energy, wind turbines&nbsp;<a href="https://www.energy.gov/eere/wind/advantages-and-challenges-wind-energy">are</a>&nbsp;noisy and “alter visual aesthetics.” It&nbsp;<a href="https://www.energy.gov/eere/wind/advantages-and-challenges-wind-energy">added</a>, “Wind farms have different impacts on the environment compared to conventional power plants, but similar concerns exist over both the&nbsp;<a href="https://www.energy.gov/eere/wind/frequently-asked-questions-about-wind-energy#Impacts">noise</a>&nbsp;produced by the turbine blades and the&nbsp;<a href="https://windexchange.energy.gov/projects/viewshed">visual impacts</a>&nbsp;on the&nbsp;<a href="https://www.sciencedirect.com/science/article/pii/S0301421519305683?via%3Dihub">landscape</a>.” The agency also says the presence of these behemoth structures&nbsp;<a href="https://www.energy.gov/eere/wind/advantages-and-challenges-wind-energy">results</a>&nbsp;in increased wind turbine-wildlife conflicts.&nbsp;</p>

<p>And I also noted the proposed wind project’s proximity to precious public lands managed by the National Park Service:</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow">
<p>Two public land areas managed by the National Park Service –Craters of the Moon National Monument and Preserve to the north and Minidoka National Historic Site in the south, would be threatened by Lava Ridge.&nbsp;</p>



<p>For instance, Minidoka–a Japanese internment camp that imprisoned 13,000 people between 1942-1945–is&nbsp;<a href="https://savingplaces.org/americas-most-endangered-historic-places#.YnJvPS-B1m9">listed</a>&nbsp;as one of 11 endangered places by the National Trust for Historic Preservation.</p>

<p>Where’s the Sierra Club? Does the Natural Resources Defense Council care to weigh in? How about Center for Biological Diversity? The crickets from these “conservationists” is not surprising. That Big Wind money — if they are recipients of it — is too enticing to reject.</p>

<p>The 15th annual United Nations Biodiversity Conference (COP15) in Montreal produced a far-reaching, “historic” Global Biodiversity Framework to conserve 30% of lands and 30% of waters by 2030.</p>



<p>With negotiations led by China, over 190 countries signed on to this bold yet nonbinding agreement. Strangely, the U.S. wasn’t involved in talks — despite the Biden administration’s touting of its own “America the Beautiful” initiative.</p>



<p>One has to believe, however, that President Biden’s administrative personnel are supportive.</p>



<p>Worse, it would undercut successful, true conservation practices already modeled here in the U.S.</p>



<p>The United States, an environmental leader, doesn’t need to take cues on administering conservation practices from the United Nations — an outfit stacked with communist and dictatorial regimes boasting horrific environmental records. Our nation already stewards its land well by employing multiple-use and private property strategies that encourage meaningful stakeholder involvement — especially that of sportsmen.</p>



<p>With respect to biodiversity, hunters and anglers (stakeholders conveniently ignored by the COP15 agreement) are the primary funders of conservation in the U.S. under the Pittman-Robertson Act. This law, since its implementation, has generated over $15 billion in conservation funding. Last year, $1.5 billion was generated and distributed to all 50 states.</p>



<p>Nor do we need more land set aside for the government to restrict access to. According to the U.S. Geological Survey’s Gap Analysis Project (GAP) on the Protected Areas Database of the U.S (PADUS), public lands comprising the Bureau of Land Management, National Park Service, U.S. Fish and Wildlife Service, and U.S. Forest Service federally shielded from multiple-use management amounts to 252,758,091 of 622,630,476 total acres. That’s 40.6% — well over the 30% requirement.</p>



<p>The most alarming of the 23 “targets” concocted at COP15 is the mandatory financial commitments needed to achieve its global 30-by-30 goals. Those in attendance “recommended” financial commitments totaling $200 billion annually. Inserted in this request, developed nations — including the U.S. — are expected to cough up “biodiversity-related international financial resources” up to $20 billion annually by 2025 and $30 billion annually by 2030, to pay the tab for developing nations.</p>



<p>Shelling out cash to fix perceived environmental problems is ripe for corruption, virtue signaling and grifting by the United Nations.&nbsp;</p>



<p>How will these monies be stewarded? How will they be immune to fraud? Will demands be evenly applied to participating countries? Predictably, they won’t.&nbsp;</p>



<p>With rising inflation and spending fatigue, Congress is unlikely to enshrine COP15 mandates into law. And Americans aren’t on board seeing their taxpayer dollars support an expensive, globalist environmental plan foisted by the U.N.</p>



<p>Those gathered at the U.N. Biodiversity Summit claim that businesses pose the greatest threat to biodiversity and, therefore, must repent for their sins of productivity. If they don’t protect nature in accordance with COP15 targets, the supposed ecological toll from economic activities will total $2.7 trillion annually.</p>



<p>To stymie businesses from extracting food and raw materials from Mother Earth, the COP15 agreement also calls for corporations and governments to adopt environmental, social and governance (ESG) reporting rules. These reporting guidelines were formulated by the International Sustainability Standards Board, an arm of the International Financial Reporting Standards Foundation.</p>



<p>Biodiversity reporting stipulates businesses must “regularly monitor, assess, and transparently disclose their risks, dependencies and impacts on biodiversity.” But the agreement was absent detailed metrics and won’t be available until this year.</p>



<p>Given the flawed reporting metrics, coupled with poor ESG fund performance, biodiversity funds and the accompanying reporting regime are expected to be flawed by forcing unrealistic behaviors on companies and individuals. Biodiversity-impact reporting, much like ESG-impact reporting, will be hard to implement. And tracking these particular metrics isn’t a new phenomenon.</p>



<p>As The Wall Street Journal reports, biodiversity reporting would be challenging to track since metrics are more subjective and difficult to score than carbon emissions.</p>



<p>In sum, individuals and companies can voluntarily conserve wetlands, protect flora and fauna, and boost natural resources without vague and lofty dictates from unaccountable global outfits.</p>



<p>The United States doesn’t need to follow a “whole of society” or “whole of government” approach to protect lands and waters. True conservation practices, rooted in free markets and private property rights, enable our nation to lead on this front without undermining economic prosperity.<a></a></p>

<p>Protecting lands and waters is central to America’s conservationist ethos.&nbsp;</p>



<p>Americans, by and large, desire to maintain beautiful spaces and see flora and fauna thrive. But if the&nbsp;<a href="https://www.washingtontimes.com/topics/biden-administration/">Biden administration</a>&nbsp;gets its way in enacting its 30-by-30 initiative — a push to “conserve” 30% of waters and lands by 2030 — true conservation would be undermined and private property rights would be severely threatened.&nbsp;</p>



<p>Upon first review, the initiative, stemming from President Biden’s first executive order “Tackling the Climate Crisis at Home and Abroad,” appears harmless. That’s intended. It promises a “collaborative and inclusive approach to conservation,” “supporting locally led and locally designed conservation efforts” and “conserving America’s lands and waters for the benefit of all people.” </p>



<p>Don’t be deceived by these niceties.&nbsp;</p>



<p>To better push its 30-by-30 initiative, the Department of the Interior rebranded it with a more disarming name: the “America the Beautiful” campaign. It suggests the push for the plan is “for the sake of our economy, our health, and our well-being.” But the details contained in “America the Beautiful” intentionally mislead the public about the current status of our nation’s lands and waters. </p>



<p>For starters, the&nbsp;<a href="https://www.washingtontimes.com/topics/biden-administration/">Biden administration</a>&nbsp;deceptively claims only 12% of U.S. lands and waters, or less than a fifth, are already set aside for noncommercial activities. This is patently false.</p>



<p>By examining the federal government’s own numbers, the heavily cited 12% figure severely undercounts the amount of lands and waters already protected.&nbsp;</p>



<p>According to the U.S. Geological Survey’s Gap Analysis Project on the Protected Areas Database of the U.S., the total amount of land in the U.S. amounts to 622,630,476 acres, of which 252,758,091 are already protected from human activity. When calculated, that number rounds out to a whopping 40.6% — not 12% — of lands closed off to multiple-use.&nbsp;</p>



<p>With the 30% goal already achieved, the “America the Beautiful” initiative doesn’t accurately reflect or seek to advance true conservation that encourages multiple uses on public lands. &nbsp;</p>
